Rosemont and La Petite-Patrie: replacing doors and windows by the rules

The borough's main streets, Beaubien, Rosemont, Masson, Saint-Hubert and Saint-Laurent among them, frame blocks of plexes and small apartment buildings. In a plex, the openings that need attention are usually the same few: a balcony door on an upper floor, a guillotine or casement window that no longer closes well, a thermos (the sealed glass unit) that has fogged, and a garage or basement door at lane level.

The practical order is simple. Look up your building on the borough's page, check the list, then ask the pro to quote a model that fits it. A soumission built around an accepted model is easier to take to the counter. If you want something that isn't on the list, ask the borough before you sign, not after.
Heritage sectors: form and appearance from the street
In the borough's heritage sectors, a replacement on a façade visible from the street has to keep the original form and appearance. On the front of the building, that generally means the same way of opening, the same divisions and the same proportions; the lane side may leave more room, but ask. Watertight garage doors and flood risk
On 9 August 2024, the remnants of Hurricane Debby brought the rainiest single day ever measured in Montreal. Rosemont's rules let an owner replace any existing garage door with a watertight garage door of the same size, a direct way to protect a lane-level garage.
Two programs are worth checking before that work. RénoPlex, the city's renovation subsidy for buildings of one to five dwellings, has a flood-protection component that covers watertight doors and watertight garage doors, on conditions that depend on the building (RénoPlex). A fogged thermos, a patio door or a full permit file
Not every job starts with the list:
- Foggy thermos replacement: fog between the panes means the seal has failed. A new thermos in the existing frame keeps the window; whether the borough wants a permit for that is a question for the counter.
- Patio door replacement: sliding patio doors need a permit everywhere in the city, so a new one goes through the counter and, here, through Annexe I.
- Plex balcony doors: new glass or hardware keeps the door; a different model means checking the list.

What goes into a window permit file in Rosemont?
The borough's permit counter usually expects the contractor's quote with taxes, colour photos with each window numbered, the certificate of location and the product's technical sheet. Can a garage door be replaced with a watertight one in Rosemont?
Yes. The borough explicitly allows any existing garage door to be replaced with a watertight garage door of the same size, as a flood-resilience measure. It is still a replacement, so go through the permit process, and if you hope for RénoPlex's flood-protection funding, the program has to approve the work before it starts. Eligibility depends on the building.
Can a plex balcony door be swapped for a different model in Rosemont?
Only for a model the borough will accept. In a heritage sector, a balcony door on a street-facing façade has to keep the original form and appearance; elsewhere, the accepted models in Annexe I are the reference. Check before choosing.
